However, if they do not open your snap and you want them to see it, you will have to select Send Snap, which sends it on behalf of yourself to everyone in your friends list who is currently online.

This means that other users can choose whether or not they want to see what you post. Although no one can view who exactly views their snaps unless they decide to change their privacy settings in their Settings menu, most people will send another snap only if someone has viewed theirs previously; otherwise, their snaps simply disappear without anyone seeing them in Other Snapchatters.
